What we do

TLG Consulting & Communications offers solutions to foster strong, ethical leaders and healthy, effective organizations, drawing on the broad expertise and diverse experience of a 30+ year career in public sector leadership. 

Through our advisory, training and communications services, we offer our clients insight and practical tools to navigate individual and organizational challenges - from building effective management and leadership practices, to fostering an ethical and empowering workplace culture, and enabling people to achieve their personal and professional goals at work, and beyond.

Above all, we believe in positive vision of public sector leadership that allows organizations to thrive, and each person to learn and evolve, to face their challenges, and achieve their potential.

TLG Consulting & Communications works with diverse clients in the Government of Canada, and with private sector, non-governmental and academic partners. We offer a suite of services which can be adapted to each client's specific needs:

We offer confidentiality, and a valid Top Secret security clearance. 

 

All services can be offered on a fully bilingual basis (English and French), and can be delivered virtually or in-person, according to the client's requirements.

Our pricing is set on a case-by-case basis, with a view to providing the best value to our clients. Projects with non-profit partners may be offered at a reduced rate.

Tamara Guttman,
TLG Consulting & Communications

Tamara had a rewarding career with Global Affairs Canada for over 32 years, serving in a wide range of diplomatic roles at home and abroad, including as Canada's Ambassador to Hungary, Slovenia and Bosnia-Herzegovina, and as the department's Inspector General.  Outside of the foreign service, she has also been a speech writer and advisor to the Deputy Prime Minister of Canada, and later was Director of Communications for the Association of Professional Executives of the Public Service of Canada (APEX).

Since retiring in 2022, Tamara has enjoyed having the flexibility to pursue her passions, including creating her own business, TLG Consulting & Communications, to lend her experience and expertise to clients on leadership development and organizational ethics and effectiveness. She is an accomplished training guide and facilitator, and has built a unique role as an advisor and training specialist on the transition to retirement for federal public servants, in collaboration with the National Association of Federal Retirees and government partners.

She remains an unrepentant Montreal Canadiens fan, and still loves travelling and writing, as well as spending time with family, friends and her two silly dogs. 

Tamara grew up in Hudson, Quebec, and received her Bachelor's Degree from Carleton University in 1985.

Recent Projects

Training Strategist & Retirement Advisor (2025/26): 

Created & delivered 10 workshops for over 300 participants at Global Affairs Canada on the transition to retirement, including a roadmap and identification of issues, decision-points and best practices to support effective retirement planning.

Leadership mentor (2025/26): Offer advice and support through confidential advisory service to Canadian ambassadors abroad on diverse management, human resources and leadership challenges.

Executive training & leadership development (2022/23/24/25/26): Facilitate the annual formal training program for Canadian diplomatic Heads of Mission via the Canadian Foreign Service Institute; ensuring successful delivery of the program and offering insights/expertise on executive leadership and the ambassadorial role.

Webinar leader & retirement advisor (2024/25/26): Developed & delivered a webinar series for the National Association of Federal Retirees to a national audience of federal public service retirees on the theme of working in retirement (practical, financial/pension, business planning guidance, including the "rules" to protect your pension).

Consultant - organizational effectiveness (2025): Undertook a high-level review of organizational and mandate changes at Global Affairs Canada on behalf of Deputy Ministers, to assess their impact and alignment to strategic and operational goals, and to identify opportunities for improvement.

Consultant - workplace assessment (2024/25): Delivered workplace assessments on behalf of Immigration, Refugees & Citizenship Canada, with evidence-based analysis of organizational culture, management effectiveness, ethics and staff well-being.

Guest Lecturer - McGill University (2025): Developed & delivered two guest lectures on the theme of Leadership & Organizational Culture for McGill University School of Continuing Studies, for the Public Administration and Governance program.
